The limited size of the fund, the near impossibility of proving scientifically which adverse health
effects are compensable and which are not, the persuasive evidence of need likely to accompany
many individual applications, the danger that large compensation awards will further divide rather
than unite the Vietnam veteran community — all of these considerations call into question the idea
of providing substantial compensation for individual veterans
